Research Of Government's Measures On Promoting The Ability Of Rural Public Goods Supply

With the increasing importance of "three rural" issue, rural public goods which deeply related to the production and living of fanners is natural to become a hot issue of concern. Research on the supply of public goods in rural areas and the innovation system of public goods supply in rural areas are favor to improve the efficient supply of public goods, and properly resolve the issue of agriculture, urban and rural economic and social development. There are a lot of important theoretical and practical significance on the building of a well-off society in rural areas.Firstly, this article analyse the recent action of public goods supply in the China's new rural construction. It pointing out that the rural supply of public goods in rural areas exist many problems. For example, the shortage of public goods investment in rural supply areas, the lack of public goods quantities, the low efficiency of public goods supply, few of the main part of public goods supply, the improper ways of public goods supply and so on. The cause of the problem are as follows: grass-roots property rights and government powers effects the asymmetric supply of public goods in rural areas, urban-rural dual economic structure in urban and rural areas led to the imbalance in the supply of public goods, the supply of decision-making mechanism inhibits the main supply part's multi-activities, the main supply parts' dislocation, lack of the overrun resulted the disorder in the supply of public goods in rural areas, "top-down" approach can not guarantee the wishes of farmers in the supply of the realization, and so on. Based on a number of foreign countries on the supply of public goods field in rural practice such as the United States, Japan,, and learn from those countries in the supply of public goods in rural areas on the basis of the advanced experience in order to help China's supply of public goods in rural areas. Through the supply of public goods in China's rural areas and the status in some countries the supply of public goods in rural practice, the last section of the article put forward to the method of increasing the abilities of Government supply of rural public goods in order to ensure the efficient supply of public goods in rural areas.
