After years of constant exploration, especially since the start of 2003 to deepen reform of rural credit cooperatives, after more than four years, the reform of rural credit cooperatives has achieved the results. The new management system framework forms basically, reform of property rights system pushes forward steadily, the power of supporting agriculture is further enlarged, the historic burden resolves initially and the operating conditions improves, internal control system and the means of supervision perfects, and the rural credit cooperatives are increasingly becoming the important force of China's rural financial system. However, with the deepening reform and the construction of the rural financial market system, now there are still many problems in reform and development of rural credit cooperatives. Such as ill-defined property rights, the absence of the owner, overwhelming historic burden, lower capacity of business development and risk control, serious internal control, market position deviation from"three rural", and so on. Therefore, there is important theoretical and practical meanings of enhancing services to rural financial and speeding up the process of new countryside building to continue to deepen the reform of rural credit cooperatives, to explore reform and development modal of rural credit cooperatives at different levels adapted to many places.In this paper, the writer combines the development history of rural credit cooperatives carefully; analysis current conditions of rural credit cooperatives in the process of reform and fully recognizes the status quo in their new round of reform since the achievements, deeply analysis the existing problems in the process of reform of rural credit cooperatives, and illustrates the reasons of these issues from both internal aspect and external aspect. The main internal reasons are unclear property rights, defect corporate governance structure, the industry has strengthened the internal management control, enlarged capital changes the nature of alienation, human resources management incentive and restriction mechanism is not fully developed, low quality of personnel, disclosure of non-transparent, and so on. And the external reasons are the reform of rural credit cooperatives has the direction of deviation, administrative intervention is still serious, the goals among several business has conflicts, unreasonable system made the pressure on the rural credit cooperatives to support the agriculture, lack of proper risk compensation mechanism, poor financial ecological environment, and so on. As a result, the writer shows how to deepen the reform of rural credit cooperatives from both internal and external expects. On the one hand, deepen the property rights according to the actual situation. And on the other hand, create a favorable external environment of the rural credit cooperatives. Further, according to the three major objectives of the rural credit cooperatives reform, the writer illustrates the property rights chosen system. Developed regions tries share-holding system, underdeveloped regions tries implementation of joint-stock cooperative system in a timely, the less developed regions tries to continue to improve the current system of co-operation, and the writer pays more attention to the specific measures to the joint-stock reform. Finally, on the reform of rural credit cooperatives to optimize the development of the external environment, the writer shows the countermeasures and suggestions from four aspects, strengthening of financial-related laws, providing appropriate support for the policy, improving the social credit environment in rural areas, establishing a sound mechanism for compensation outside.
