Along with telecommunication tariff reform's unceasing deepening in our country, the voice feature tariff reduces gradually. The user have obtained the actual benefit, but each telecommunication operator, the original fixed-net operator fell into the difficult position which particularly the increase does not additionally receive. Meanwhile, the vigorous development of broad band business, has become each big operator's new profit point of growth. In May, 2008, the large-scale telecommunication reorganizes launches comprehensively. China Mobile, China Telecom as well as China Unicom simultaneously becomes the entire service operator. China Mobile through annexes the China Tietong to pass enters the wired broadband access market officially, starts to challenge the the traditional territory of China Telecom. Will be most effective as the telecommunication enterprise and the most important competition method-price competition will be inevitable. Speaking of the operator, the management most important goal is needs to guarantee the enterprise obtains all income are bigger than its all costs, such enterprise can have the profit, will otherwise face the loss. In the increasingly fierce price competition, how should the operator design own tariff to gain the reasonable profit to become the operator the most important question which meets in the intense market competition.This article has done the system research to the telecommunication tariff theory, and the current domestic and foreign broad band tariff pattern will have carried on the contrastive analysis, then the use data mining technology and the market segmentation theory, propose the overall evaluation customer demand, the competitor and the operator own tripartite factor tariff formulation and the examination model. Through this model, not only may design conforms to the user customer consumer behavior, is advantageous in the rapid expansion market share tariff meal, but may also to already formulate the tariff meal carries on and loss balance check.In the empirical study, taking China Mobile as the background, with the aid of the structural equation model verification broad band tariff acceptance influencing factor model, has promulgated influence broad band tariff acceptance finally the function mechanism, namely the product, the service, the brand and channel these four big factors will have the varying degree influence through the product cognition and competitor tariff level these two middle variables to broad band tariff acceptance, the findings have provided the theory instruction for the Chinese migration broad band tariff formulation, and has carried on the practice attempt.
