Human capital is the most valuable resource in enterprises, and it plays an important role in the socio-economic development. Studying human capital value measurement of enterprises scientifically and reasonably, is important to mobilize the enthusiasm and creativity of the staff, to stimulate the potential of enterprises, and to realize the stable and sustainable development of enterprises.The thesis aims at getting a reasonable human capital value measurement based on harmonized theory. Harmonized theory is a method to concern the whole system, to promote unity, and people-oriented, it refers to any system and any element in the system is related, emphasizes to solve complex problems from the aspects of"ration design"and"environment-induced", that is, solving the problem scientifically if it can be, instead, creating the appropriate environment and atmosphere, in order to inspire the staff to play their initiative and creativity, finally realizing the coordination between the elements and the system, the system and the environment. Firstly, the thesis reviews the related research at domestic and foreign, introduces human capital value theory and harmonized management theory; Secondly, it constructs the human capital value measurement system based on harmonized management theory,takes the influence of the "soft environment" to human capital value into account, in order to consider human capital value in an open system; Then it constructs the human capital value model, instructs and analyses the case; Lastly it proposes the suggestions to enhance human capital value.
