Thirdly, through theoretical analysis, expert advice and research in the field of Shan'xi Province, the paper establishes a set of comprehensive, integrative, Systematic evaluating index for the vehicle technology management quality and gives detailed explanation about the connotation, computing method and application of each index, this paper also builds mathematical model Applying AHP law, uses the evaluating model, take Taiyuan Bingzhou Yunye Ltd as an example, specifies a system of evaluation methods and applications. Finally, in order to simplify the evaluating work and improve the efficiency, the paper compiles a calculating software with Excel and VBA.The main innovation lies in three aspects: put forward to the two levels of management of transportation administration in the first instance; constructs the evaluating index system; compile the practical calculating software.
