Research On The Evaluation Index System Of Highway Passenger Transportation Industry

In recent years, with the rapid development of the highway passenger transportation in our country, how to design a comprehensive, accurate, science and feasible evaluation index system for the effective management and monitoring to the industry ,in order to exert the characteristics and function of the highway passenger transportation industry fully, to improve the competitive of industry, and to create a better economy and social efficiency, has become an issue that industry management department concerns widely.In this paper, on the premise of promoting the development of highway passenger transportation industry and from the industry management point of view, first of all ,through the summarize definition of highway passenger transportation, the system consists, comparative advantage, characteristics of products, its status and function in an integrated transport system to definitude the characteristics and essentiality of the highway passenger transportation. On this basis, through discussing the overall development situation and existing problems of the highway passenger transportation industry in our country, combining with practice, using of SWOT(Strength, Weakness, Opportunity, Threat) analysis it pointed out that the highway passenger transportation industry in our country faces opportunities and challenges. Next, on the analysis of major factors in the development of the industry, it made these key factors as the main target of the industry evaluation. Based on the basic principles and methods of the evaluation index system, through the use of systems approach, it designed highway passenger transportation industry evaluation index system which includes three sub-systems: the evaluation index of industry contributions, the evaluation index of industry status and the evaluation index of industry to run. Combined with the features of highway passenger transportation industry management in our country, it forms a complete set of measure and the implementation proposal to evaluation index system. At last, on the base of above researches, this article has obtained conclusions, promoted innovations, as well as suggestions for further study.
