The EU Common Agricultural Policy (CAP), which was the predecessor of European Community CAP and the first common policy of EU/EC, is the bedrock of European integration process. At the beginning of EC, CAP and the Customs Union have been regarded as the two pillars of European economic integration. Since it was carried out from 1962, CAP has made important contribution to promotion of the European agricultural development, the stability of agricultural product market and the European economic integration construction. But, because inside and outside European Union the environment change as well as CAP itself flaw, how CAP does develop forward pays people' s widely attention on. After especially in 1993 European Union started the eastern enlargement strategy, how adjustment and reform will CAP make, will be widely focused attention on. This thesis mainly focuses on the two reforms of CAP, under background of the European Union eastern enlargement, namely ((Agenda 2000)) and reform of CAP in 2003. ((Agenda 2000)) emphasized on the common agricultural policy reform more thoroughly, proposed the establishment of a European agricultural model, transformed the Common Agricultural Policy to "the Common Agricultural and Rural Development Policy" , introduced the rural development policy as the second prop of CAP, and emphasized agricultural multi-function and sustainability. The most important initiative of the reform in 2003 is the introduction of single farm payment (SFP), which provides the producers with direct subsidies not linked to production.This thesis is mainly grouped into four parts. The first chapter is devoted to introduce the basic framework of CAP, and recall the history of reform on the EC Common Agricultural Policy. Chapter II focuses on the two mainly reforms of CAP under background of EU enlargement, gives a comprehensive analysis of the major driving forces of them, elaborates in detail on the main elements, and in this foundation attempts to discuss two reforms main characteristics. Chapter III analyses the enlargement on the impact of EU Common Agricultural Policy, by comparing the Central and Eastern European countries and the EU-15 agricultural development. The fourth chapter, after introduction of China's agricultural support policies combined with its current situation and characteristics, tries to make some constructive suggestions on China' s agricultural development and new rural construction, by analysis and reference of the experience of EC CAP reform.
