The Research On Electric Power Industry Energy Saving & Consumption Reducing And Its Fiscal And Taxation Policies

"Eleventh Five Years National Economic and Social Development Plan" proposed that during the period GDP energy consumption decreased by about 20%. Currently, there is a bigger gap in the level of energy consumption for electric power industry between China and developed countries, and the structure is not reasonable. Due to the high proportion of thermal power units in our electric power industry, the consumption of coal and sulfur dioxide emission account for more than half of national total, and the consumption of coal per kilowatt-hour in thermal power units is 60 grams more than advanced international standards. As an important supply of energy in national economy and the major energy consumption, electric power industry shoulders the important task of saving energy and reducing emissions. From the point of developing state and tendency of electric power industry, the status of energy consumption and the potential of saving energy is analyzed in detail in this article. Furthermore, the way of lower energy consumption and support policy proposals are advanced.This paper is divided into five chapters. Chapter one describes the development of electric power industry, issues regarding energy consumption, and introduce theoretical research method. Chapter two gives detailed analysis of the existing state of energy consumption, sum up the major problems and difficulties. Chapter three, based on the national planning, the potential of saving energy and reducing consumption is analyed and from the point of influencing factors on the level of energy consumption, specific measures are proposed to lower energy consumption in electric power industry. chapter four, under the supervision of the government, system of lower energy consumption indicators and performance evaluation will be detailed. Chapter five, according to international experience and focusing on the implementation of energy saving measures, the author makes some fiscal and taxation policy proposals to supporting and promoting electric power industry energy saving and consumption reducing.Through in-depth research, the author believes that there is a wide gap between current energy industry and that of international standard. We have vast potentials for saving energy and reducing consumption. At the enterprise level, by re-adjusting and optimizing the power structure and turning new techniques of electricity generating and electricity transmitting, enterprises could reduce the energy consumption. The government should formulate encouraging and supporting policies to push companies to accomplish energy saving and consumption reducing.
