Study On The Strategies Of China Telecom Billing Solution

To fulfill China Telecom's future market competition strategy,and rise the ranking in China Telecom industry,the billing solution,as the core part of IT supporting system, has to meet the complexity and variable requirements and provides convergence service.By analysis of the future market operation needs,and current billing solutions' advantages and disadvantages,following the China Telecom's information strategy,the author proposes a new billing solution----NG-Billing,which can meet the requirements of the integrated information service provider,focus on brand sale,precise management and end-to-end operation.New billing total solution takes the advantage of combination of IN online billing solution and quasi real-time billing solution,which process the low credit score users and higher risk service by online billing charging,and higher credit score users by quasi real-time billing.It provides the unified information view for total billing solution based on SID.The solution considers all the factors about opportunity cost,overdue cost, system maturity,ratio of performance and price,and to be the optimized billing solution.New billing solution's implementation methods,architecture,system function and relationship with other systems are described in this paper,limitation of implementation, especially the problems in rollout and in full operation,are summarized.
