Research On The Land Survy System

Land survy is the foundation work that is to find out the real situation of land, and is also essential to investigate the basic national conditions and strength.With the development of the land resourses role in economic and social,the land policy taking part in national macro-control become increasingly apparent.The core of the land survey' s imporstance is to grasp the basic data of land.Only a comprehensive identification of land-use condition,true and accurate grasp of the basic land data,can we implement the land management and control effective,and that can create the conditions for long-term protection of arable land,and ensure national food security and promote the economic and social sustainable development.So The National Land Management Sector attached great importance to the land survy work, and proposal to establish the national land survey system."Land Management Law" stipulates in 1998,"The country set up land sursy system".In 2008,the state council promulgated and implemented the "Land Survey Ordinance",the land survey work fully moves toward the iegalization track.Through the practice situation,we still face many questions.The mainly reason is that we haven' t the perfect land survey system.If this situation don't change,the end not only influent the land survey result' s confidence,but also affect the goverment' s land utilization and the national economical situation.By the reseach of the Land Survy System,people not only can have a systemic understanding about its constituents and related systems,but also can re-exanine the development of Land Survy System.This paper talks about from the basic concept of the Land Survey System,demonstates the Land Survey System's status in the land management.Then,I elaborated the Land Survey System's historical evolution and the present research situation.Finally,in view of the present Land Survey System's question,studies the Land Survey System' s basic reformation in our country,and proposes the corresponding countermeasure and the suggestion. Systemic and comprehensive researeh is the biggest special features,which seems to be as importance under the condition that our country lacks thorough research about the Land Survey System.By the comprehensive talk about the Land survey system's history development,basic concept,related systems and the system's question,this paper proposed that the Land Survey System's consummation maily from the laws formulation,the management system,operation mechanism and the investigators' construction.This paper also puts forward its own views about the Land Survey System's definition,thinking that it is different from the formly thinking,which thought that the Land Survey System is not imporment.This paper thinks the Land Survey System is the most foundation system,and also is the most important system.
