Study On The Function Of The Peasant And Government In The New Rural Construction

At present, agriculture and the rural economy is facing a major opportunity about"getting industry to support agriculture and cities to support the countryside"and severe challenges such as the strengthening constraints of resources and market, the increasing competition and so on. First, we must solve the problems of agriculture, countryside and peasant if we want to actualize the aim of richness in China. On the foundation of grasping law of economic and social development scientifically and understanding the situation of agriculture and the rural economy excellently, the Chinese Communist puts forward"making solid and steady progress of the new countryside-construction drive". It is an important decision made by China Central government which advances with times and sees the big picture in this new century .The new countryside-construction drive is a long-term and demanding task, needing the broad participation of government, peasants and the whole society. It cannot expect to achieve the goal overnight.The people-centered concept of scientific development requires that the new countryside-construction drive should be composed mainly of peasants and bring their initiative into the construction of new countryside. Chinese national conditions need the government to guide, coordinate and serve the peasants, fulfilling the tasks that cannot be completed by the peasants and market themselves. Farmers are the subject of the new rural construction while government is in the ascendant. Knowing these just isn't enough. The Government and farmers need to be combined to achieve coordination between the two roles.This paper synthesizes to make use of the theoretical analysis, comparative analysis, and policy analysis and so on. The recognition of the roles of farmers and government in the new countryside-construction is deepened by elaborating the government functions theory as well as the farmers'theory, and so on. On the basis, the paper analyzes the external factors about the roles of farmers and government in according with the existing problem of the new countryside-construction drive. Then, the appropriate position of the peasants is located as the main part and the position of government is located as the leading one. But the roles of the government and farmers are not isolated. On the contrary, they are mutually dependent and inter-acting. There is, in fact, no conflict. The leading role of government should base on the practice of farmers-centered and the supervision of the peasants. Similarly, the principal role of farmers should be on the basis of the financial investment and security systems. So the difference between success and failure in the new countryside-construction consists in the relationship between the roles of government and farmers.Based on the analysis to the data from the spot research made by Chen zhi fa and Wen rui, the role of the government and farmers is of benefit to the new rural construction in evidence in according with the tables and graphic representation. The confluence of the forces between the peasants and government is at work in the new countryside-construction. Then, some countermeasures are put forward on the peasants and government. The government should put attention to the management system of the country, the supervision and assessing officials system, public financial system, agricultural market system, scientific research and training, the public service system and so on. In addition, the paper stresses the point that the different functions between the central and local governments should be distinguished. The farmers should pay attention to the training and increase of culture quality, self-discipline, competition and cooperation consciousness, and make a fortune by means of industry thereby giving full play to the initiative under the protection of the public policies of government.The conclusion part further emphasizes the importance of the relationship between the roles of peasants and government. To guarantee the realization of the new rural construction and meet the requirement of"a thriving economy, an affluent life, a civilized township wide, a prim country and democratic management", the roles of peasants and government should be coordinated.
