The trend of global economic integration become more obvious, the economic center transfer from one to another continuously, and Northeast Asia is becoming the new growth point of world's economy for its unique geographic advantage and its complementary advantages of economy day by day. The rapid development of economy and trade of Northeast Asia also make the ports in the region develop rapidly .Therefore, the competition for new international shipping center become increasingly fierce. In such a fierce competition, how to ascertain right evaluation methods to assess the competitiveness of the ports, and make scientific and rational development strategy for upgrading the overall level of competitiveness of ports in Northeast Asia, has become the first task for all the ports for coping with the challenges and achieving promoting.The evaluation research on port competitiveness mainly includes the establishment of port competitiveness evaluation indicators system and the decision of port competitiveness evaluation methods. As the development of international shipping field, the influencing factors of port competitiveness are changing continuously. Until now, there is no one systemic and authoritative port competitiveness evaluation indicators system. When setting up the evaluation indicators system, try to use enterprise core competitiveness theory, combined with the characteristics of the port itself, and select a total of 19 indicators. At the same time, in the aspect of evaluation methods selection, this model abandons subjective evaluation methods that rely on the experts'subjective scores, and tries to put forward a new evaluation method that based on entropy technology and Rough Sets theory. This model firstly uses entropy technique to confirm the amount of information contained in every indicator and determine the conditional indicators and decision-making indicator of knowledge expressing system in Rough Sets theory, and then through indicators reduction of Rough Sets theory to delete redundant indicators, and at last gets 7 indicators so as to optimize the port competitiveness evaluation indicators system. Finally also use the idea of indicators weights of Rough Sets theory to determine every indicator's weight, to overcome the defect of subjective evaluation methods relying on prior knowledge. Through the two steps above, this evaluation method not only optimizes the indicators system, but also increases the objectivity of the evaluation process.Qingdao Port is an important modern industrial base and the financial, economic, trade, information center with a strong radiating ability in Shandong Province. Enhancing its competitiveness has a very significant role in promoting the international trade and economic growth of Shandong, North China, even of the whole country. Therefore, the research on the competitiveness of Northeast Asia Ports takes Qingdao Port as the main study subject, combined with the enterprise competitiveness theory and the enterprise core competitiveness theory, firstly makes some objective estimate of Qingdao Port in China, then, makes some analysis on the competition situation of Qingdao Port in Northeast Asia, clearly confirm the position of Qingdao Port in this region and its major competitors; Finally, on the basis of the SWOT analysis of the Qingdao Port, combined with the comprehensive and practical port competitiveness evaluation indicators system and competitiveness evaluation method, calculate the competitiveness level of Qingdao port in Northeast Asia, and make strategic orientation for Qingdao Port's goal, at last bring forward some proposals for enhancing the competitiveness of Qingdao port, namely: highlight the development of Qingdao Port's container industry, strive to improve economy scale and the level of industrial structure of Qingdao, vigorously expand the financing channels for Qingdao Port, sequentially optimize the hard and soft environment of Qingdao Port.
