The evaluation of power investment project is the core parts of economic analysis of an power engineering project. Specially, the correctness and scientificalness of decision-making depend on the advantageous and disadvantageous of evaluation method. However, all the traditional evaluation methods need to definite attribute weights in advance. Due to the complexity of objective things and fuzziness of human being's thinking, in general, it is very difficult to give clear numerical value of the attribute weights. But it is very easy for us to provide possible variation range. This paper presents a two-step-method for multi-objective decision-making problem with partial weight information on objectives. The method first optimizes each alternative and gives a compex weight vector, and then ranks all alternatives. This method avoid the difficulty of acquiring attribute weighrs value, and is clear, objective. At the same time, the method is applied easily with the computer. Finally, an illustrative example-a substation constuction of a certain substation company in Hebei province-is given to clarify the proposed menthod and demonstrate its effctiveness.
