. The design of performance appraise system (PAS) is the core of modern enterprise human resource management. How to design and construct a set of scientific and applied PAS adapting to the enterprise strategy has already become a very important problem of enterprise management. In Yi Zhang branch of CDI, a simple PA method has been carried for a long time. The employee PA is not scientific and effective so as to incur inequal incomes among the employee. Because of these, the employee does not have enthusiasm and efficiency in their jobs, their performance is very low. This also leads to lack of vitality in enterprise and the achievement is difficult to improve. Because of these, the enterprise has to build a set of PAS in order to promote enterprise performance level and core competitiveness.Firstly, the paper sums up home and abroad performance management experiences and research achievements, especially the electric power industry, and bring forward the fundamental thought of PAS design. Secondly, it analyzes all round problems in PA by investigating the enterprise. Then it construct a set of comparatively entire and pragmatic PAS including basic system and core content of the performance management. The performance target decomposition, the organization and the duties definition of PA are clarified, which are premises of PA. About core content, a set of performance valuation index system for different layers in the company is set up according to different management levels, different management duties and diversity posts. Then diversity appraiser, appraisal objectives and methods are put forward by different objects appraised. And how to apply the results of performance evaluation and improve PA system by self feedback are analyzed. All of these will make PAS perfect. At last, the guarantee measures of PAS shall be taken. The problems and their countermeasures are also talk about.In this paper, the PAS can make up for deficiencies of present performance evaluation. Thus it will make employee improving their enthusiasm, initiative and creativeness and improving organization efficiency. The strategy objectives of the enterprise will be realized in the future. |
