Study On Measures Of Agriculture Informationization Construction For Zhucheng City In Shandong Province

The methods of collect documents, questionnaire and interview were used in this paper on the basis of analyzing comprehensive domestic and international agricultural information, related concepts of agricultural information, agricultural information and agricultural information services. The main content and results are as follows:The first part carried out construction experiences of agricultural information at home and abroad. The detailed comment on the construction situation of foreign agricultural information was pointed out the experience which can learn from, including from the actual situation in the region, giving full play to the government's leading role, increasing the strength and the establishment of flexible and diverse forms of information services. For domestic agricultural information construction and evaluation of comprehensive analysis, the paper pointed out that following China's county-level agricultural information service system for relatively is weak, and need to further strengthen the reality of the situation, in order to carry out agricultural information building research laid the practical significance in Zhucheng.The second part analyzed the status quo and problems of agricultural information construction in Zhucheng. First, in the agricultural information network infrastructure construction, agricultural site of Zhucheng characteristics was built, and the agricultural science and technology information technology center was gradually formed. However, deficiencies in investment funds seriously constrained the perfect of information technology infrastructure and agricultural information construction process. Secondly, the building of agricultural information resources integration of the city of all agriculture-related departments as well as city streets (town), village levels of information resources, aimed to achieve the interoperability, resource sharing. However, the efforts to develop and integrate agricultural information resources are poor. Third, in the construction and integration of information resources, all agriculture-related departments and the city, streets (town), village levels of information resources were integrated in Zhucheng, which achieved the interoperability and resource sharing. But the information has certain randomness, so the lower quality of information resources hindered the farmers'effective utilization of information resources. Fourth, in the agricultural information service system, content and functionality, relying on the provincial agricultural science and technology 110 command centers, the new three-tier service system of agricultural science and technology 110 covering provinces, cities and township (town) was established in Zhucheng. But a lot of contradictions of supply and demand on the information between farmers and the government were still existed. Fifth, the quality of information users is not high, the ability of information technology awareness and the ability of initiative obtaining information were poor. Economic income level, educational level, and farmers'investment concept impact information use.The third part, policy proposals of the construction of agricultural information in Zhucheng were discussed from the following six aspects : the government should play a dominant position, strengthen the construction of agricultural information; the development of agricultural information resources, the realization of a comprehensive information-sharing; expanding agricultural information service channels, integrate information services; improve the agricultural information service system, vigorously develop the grass-roots information service stations; pay attention to cultivate agriculture information technology talent to raise the level of information services; improve their quality, and allow the farmers to participate in information services.Finally, based on comprehensive summary of the main conclusions of the study, the paper put forward the job which should be dong to promote the construction of agricultural information for Zhucheng and other cities all over the country. The jobs are as follows: to increase the input and broaden the channels of building of agricultural information; to integrate information resources and establish a model of agricultural income; to optimize services to enhance the level of information services; to be active exploration and innovation, and to explore a long-term operating mechanism of agricultural information; to pay attention to professional training and to strengthen the ranks of agricultural information system; to intensify publicity and education and improve their information capacity.
