ICT (information and communication technology) is one of the rapid-developing technology in the 21st century, it infiltrated into every aspects of people's lives and socio-economic life, it has already become one important factor which constitute the country's competitiveness.Innovation Network is a summation of relationship of science, technology and market, which is built up through mutual activity, in the process of developing and diffusing the innovation by different innovation participants. This relationship has mutually beneficial, flexible and relatively stable characteristics, which can stimulate and create a highly efficient collaborative innovation group.Finland's ICT innovation networks is composed by six nodes, which is enterprises, universities, research institutions, financial services providers, government and intermediary organizations, and they constitute a simple enterprises-enterprises node association and also complex node association mode, such as enterprises-universities, (research institutions, financial services providers, governments, intermediary organizations). These complex node associations is finally serve for enterprises node association. Enterprises are still the mainstay and core of innovation network, every innovation participant on each node of ICT innovation network is taking on their special responsibilities, which makes Finland's ICT innovation networks continue to develop and improve.Finland's ICT innovation network evolution can be divided into three parts of brewing stage, visualizing stages, forming and developing stage. According to the distribution density, connection intensity and extension between nodes, Finland ICT innovation networks'spatial distribution can be divided into high-density area, medium-density area and low-density area. After investigating the development path of Finland's ICT Innovation Networks'spatial distribution, we found that spatial distance has compound impact on the density of innovation networks and layer partition, the distribution, quantity, connection intensity, quality of interaction of nodes are substantially reduced with the spatial distance increased. However, with the deepening of economic globalization and the rapid development of information technology, the status of ICT Innovation Network and its spatial distribution will face a fundamental change, and show diverse characteristics. After understanding Finland's ICT innovation network composition, evolution and spatial distribution, the paper further study the value chain and knowledge flow of Finland's ICT innovation networks to make the research thorough and completeness.
