| With the accelerating process of urbanization in China in recent years,urban space displayed the expansion trend of "pie sharing" in some cities. The urban land use characterized by an extensive type has caused an irrational land use structure that seriously undermined the positive role of urbanization. Smart growth concept is useful for addressing problems related to China's rapid urbanization. Land is an important carrier for urban development, city's economic structure, social structure and ecological structure must be reflected by corresponding land use structure. So the optimization of land use is an important component of implementing smart growth.On the basic of studying and summarizing the domestic and foreign reference of smart growth, the paper introduced the concept of smart growth to land use planning which improved the land use structure optimization theory, and taking Jining as an example, analyzed land use structure based on principles of smart growth. From the perspective of system theory, the paper analyzed quantitatively and qualitatively the characteristics, functions and structures of the optimal system on Jining's land use structure in order to maximize land use efficiency and overall efficiency by putting the land use patterns and land suitability, socio-economic for ratio and forming a rational land use structure under the guidance of smart growth. The paper attempted to build a regional land use structure optimization of grey multi-goal model to provide a scientific and effective way for Jining's land use structure optimization.The paper analyzed systemically the optimal system of land use structure on city level which is a complicated system made up by land, economy, society and environment. According to this, the author was on the basis of the designing flow chart of land use optimal model, has designed 3 goal functions, 16 variables and 21 terms of restraining, and set up the model of grey multi-goal and dynamic programming on Jining city'optimal land use structure by the long-plan for urban development in Jining. By applying and calculating the model of grey multi-goal and dynamic programming repeatedly, the paper optimized jining's land use structure. After its grey quantity was explicated by the methods of grey system theory, the paper solved and analyzed the model by applying Goal Programming of QSB and constructed eight schemes. According to the optimal principle of comprehensive benefit, the paper selected 12 comprehensive indexes, adopted analysis of grey relation to optimize those schemes, and found out the most optimal scheme 8. In addition, the paper provided some countermeasures to realize the scheme. |
