Ye Gongchuo And Modern China Transportation Enterprise

Ye Gongchuo was an important historical personage in the period of late Qing dynasty. He not only had made certain achievements in the word study, the collection, the literature reorganization, religion and other cultural aspects and so on, but also had the extraordinary results in the official career, once successively having duties in road administration, Ministry of Transportation and Ministry of Railways as Si Director, vice minister and minister and so on, considered as the second "traffic department" characters only to Liang Shiyi. He was a salvation of traffic, initiated to develop the transportation enterprise positively, took the transportation education, advocated the transportation to save the nation, and had made the significant contributions for our country's transportation enterprise. At the basis of previous researches this article planed to make simple organization and evaluation about his career in the transportation enterprise. The full text was divided into three major parts in the structure, including five chapters.The first part (including the first, second and third chapters), elaborated the reform of transportation made by Ye Gongchuo in the internal affairs, including the implementation of cargo responsibility in order to benefit business and improve the road service, and the unification of railroad accountant to inspire confidence at home and abroad and take surplus to make up for a deficiency. He advocated locating the special accounting section to object to the transfer of road funds and the excessive permission of the right-of-way. Moreover, in order to develop the transportation enterprise to foster talent cultivation, he also developped transportation education, that is, organized the railroad primary education, launched the railroader to educate and conducted the railroad higher education. This unfolded his consciousness in advance in transportation enterprise. He complied with the historical trend, reformed to the transportation enterprise, and took the personnel training practice to make our country prosperous and powerful, and enhance the people's overall quality.The second part (the fourth chapter) elaborated Ye Gongchuo's activity to argue vigorously the right of way outward. The activities were mainly divided into two aspects: one was to redeem the Jing-Han railroad to regain the right of way, but as a result of Qing government's ignorance, instead gave him a great unrest - - big impeachment case, then in secret had fermented the revolutionary seed; the other was to offer advices for state in the international power politics. He organized the association, absorbed opinions from various sources, dared to propose the right position, and tried hard to change the unequal status between the countries. This manifested his spirit to strive for the power and maintain the national rights and interests.The third part (the fifth chapter) analyzed the thought of Ye Gongchuo to save the nation by transportation which included the understanding of the importance of transportation, the prerequisite of transportation development, the measures which planed to adopt, and particularly the statement that took the national as backing. His such thought not only affirmed the transport facilities of Mr. Sun Yat-Sen's industry plans, but also made it detailed, concrete and deepening; not only complied with the request of the time development, but also summarized and crystallized Ye Gongchuo's own management about transportation enterprise; not only belonged to Ye Gongchuo's guide to be engaged in the transportation enterprise, but also was the weapon he used to awaken populace's thought; namely enriched the connotation to save the nation by modern industry, also further deepened the status and significance of transportation in the modern industry to save the nation.Finally, we made a comprehensive survey about Ye Gongchuo's practices and thoughts in the transportation enterprise, made a comprehensive, objective and fair analysis and appraisal to his contribution in the transportation enterprise in latter Qing dynasty Republic of China, and put forward some individual proposal to this question in further researches.
