The Analysis On Structure Benefit And Scale Benefit Of Government Fiscal Investment In Agriculture

Agriculture is the foundation of the national economy and it is also the assurance of social stability. Especially for such a great agricultural country like China, agriculture has more important strategic significance. Through 30 years of reform and opening, China has entered the mid-term stage of industrialization and the accelerating period of the urbanization. And agriculture has also entered a new stage of development. However, because of the inherent weak quality of agriculture itself, there is still no fundamental improvement in the weak agriculture basis。Most of the rural remains in poverty; peasants' income increases slowly and the income gap between urban and rural residents becomes greater and greater. The three-dimensional rural problems have became the bottle-neck for the development of national economy as well as a hidden danger to social stability. The key of solving the issues of agriculture, rural areas and peasants is the attention and support of our government. In addition to the means of policy support, fiscal investment is more important. As the most important and most direct means, the scale of fiscal investment funds is continually expanding. But because of the irrational investment structure and imperfect management system and other factors, the rate of utilization of fiscal investment funds is very low, also the benefit of fiscal investment is not high. In addition, due to its limited financial capacity, Chinese government's investment in agriculture can not as much as that of the developed countries. Whereas, small scale of fiscal investment funds also limits the benefit of investment. So, the problems that allocating the financial funds for agriculture reasonably, optimizing the investment structure, improving the benefit of the use of funds and establishing a mechanism that agricultural fiscal investment can grow steadily are worth researching and thinking at present.
