Dynamic Alliance is an impermanent enterprises'commonwealth which is composed of enterprises, research institutes and individuals that legally independent of each other and of unique core competence in order to win a title under the premise of some market opportunity on the base of non-involving ownership. As a new form of cooperation among enterprises, a new organizational structure, it is considered to be the most competitive mode of business operation in the 21st century.Dynamic Alliance study is a comprehensive interdisciplinary research topic. Many scholars demonstrate the Dynamic Alliance and related fields from the angles of information network, core competencies, value chains and business outsourcing , its organization and management model has yielded some results in the use of the work. The thoroughly studies to it will be able to open up the management study research scope, richen management study research technique and greatly impel the discipline construction and development of management. Actually, Dynamic Alliance is a convenient effective way of how to adapt the new environmental variation to our country enterprise, how to respond to the transitory market opportunity, how to achieve superiority supplementary in this changeable competition environment, and then strengthen our country enterprise competitive ability.Beginning with current study of dynamic alliance research domestic and abroad, this paper defines the definition of dynamic alliance based on the results of previous studies. Dynamic Alliance is constructed on the base of dynamic market opportunities. The core capability is the key when dynamic alliance forms. When involved partner selection, it is based on the core competencies. It adopts the method of combining qualitative and quantitative together, and achieves the cooperation among enterprises on four basic platforms. In addition, it sums up the relationship between dynamic alliance and strategic alliance, considers that enterprises should have a clear role in the union, and make "self-designation" on the basis of core competencies. The paper thinks that although information technology is one of the coalition platforms of constructing alliance, it should not be an obstacle to SME participation in dynamic alliance. SMEs can use other platforms through a clear position in the coalition, to play their own advantages to avoid the disadvantages of information technology. This paper includes four main parts, Part 1(1) is the significance of the study; Part 2 (2) introduced the dynamic alliance's basic theories, contents and features; Part 3 (3, 4, 5, 6) is the principal part of this paper, it analyzes the dynamic alliance's construction process and four parts of the core competence identification to enterprises, the alliance platform, the qualitative and quantitative identification and selection of cooperation partnership and alliance's organizational structure; Part 4 (Chapter 7) puts forward the suggestion that in view of the current situation of China, in order to adapt to the new environment changes, the enterprises should begin with the ability of themselves to adapt to changing market and industry environment. It is expected that this study provide some references to the reform of state-owned enterprises, the SME Union and the organizational restructuring of enterprises.
