Research On The Cost Control Of Social Medical Insurance In Shanxi Province

In its ever-improving process, owe to the ever-rising cost of social medical insurance which caused by the complexity of the disease and the speciality of the medical service market, how to control the cost has become a world-wide hot issue.In Shanxi Province, with the help of every relevant department, the new system of social medical insurance has been heading for stability and rationalization since it has been implemented in 1999, abandoning the former system which was known as labor insurance medical treatment and free medical service. However, in the function of the new system, the overgrowing cost confronts us, which calls for effective measures to ensure the implementation of its reform in our province, especially at this crucial time.This thesis, at the beginning, briefly states the control of the medical insurance cost from two aspects--- the practice in our country during the reform and the experiences of developed countries, analyzing the present situation of the cost in Shanxi Province and pointing out some problems in the participants of the insurance, the medical organizations and the payment of the cost, etc. Then, from the standpoint of both the supplier and the demander of the medical service, the thesis analyzes the parameters which illustrated its influence on the cost through fact-finding visit as well as data-collecting and model-establishing, on the base of Xinzhou City in Shanxi Province. In the part of the substantial evidence analysis, the statistical analysis index is used to reach a result that the increasing expense of per capita medical insurance cost is the main cause of the increase of the whole expense in Shanxi Province. Furthermore, the results of the model shows that the factors such as the number of the participants and the per capita hospitalization expense resulted in the increase of per capita insurance cost. Finally, aiming at solving the social medical insurance cost in Shanxi Procince, the thesis, from the standpoint of both the supplier and the demander, combining with the parameters, put forward policy proposals such as optimizing the insurance participants structure, developing community health service and establishing reasonable payment of the insurance, controling the medicine price and so on.
