| The new social pension insurance policy in the rural areas is held by our country to achieve the goal of Elderly being looked after properly,it is beneficial to every rural resident,and is of importance to solve aging problem. We started to pilot this new policy in2009over the whole country,until now there has been two years.it is time to seeing about how the policy going in reality to dig out the problems as soon as we can and find the resolvent, by this we can help the new policy avoid discontinuing and reach its goal finally.Base on this,I choose TianYang county of GuangXi province which is at the the first batch of pilot as an example, do the research with methods combine document study and field survey. And here we use the techniques of questionnaire survey, depth interview, Statistical Package for the Social Sciences data analysis and comparative analysis to investigate the new policy thoroughly,aiming to find out the problems that exist presently,and then try to consummate the new policy.concretely speaking,firstly, base on justicial theories of John Rawls, functional theories of Robert Merton and the theory of social transition, this article delve into the theory evidence of necessity of establishing the new social pension insurance policy in the rural areas.and then define correlative concepts.Secondly, examine the Demand-side of policy (the rural resident) by four aspects:the circs of joining the new policy, cognition and appraisement of the new policy,and how they want to spend their life when getting old; meanwhile examine the policy provider by five aspects:management system, transaction of professional work,collecting and extending of fund,the propaganda of policy.Thirdly,base on the current situation which has just been learned, analysing the problems of the new social pension insurance policy in the rural areas, finally, according to the problems,seeking out the countermeasure to help the new policy function well. |
