The housing is a basic right and need of mankind. The housing not only has the commodity property, but also has the social security. Under market economy circumstance, because the market can't guarantee that all people has the housing in the law of value, Same as the old security and the medical security, the housing security is the major part system in our country social security.In the half years of 1998, Housing system has finished the historic transformation from traditional welfare to commodity. Urban resident began to purchase housing by the market channel. Because there exists market failure, it is difficult to satisfy the middle and lower income stratums'living problem in market. As for them, without the help of government, it is impossibly to resolve the living problem or improve the living conditions. The current urban housing social security system were helpful to those problems. But a lot of problems have appeared during the process, which request us to re-consider the system, and find the resolving ways.HongKong abut on the mainland of our country, the area is lack and the population is excess, it brings the living problem, The government of HongKong had tried their best to resolve these problem by fifty years in order to guarantee"the resident has their housing", HongKong drew up perfect housing development plan and policies to resolve the housing problem of middle and low income families. . This paper carried a compared research HongKong, and got some important implications from their successful field in housing realm , in order to resolve the problem in our housing social security.This paper is divided into six chapters, Chapter 1, namely the introduction, mainly put forward the thinking method of the research, including back ground , status and framework,etc.Chapter2 focuses on the concept, types of housing social security, expatiate the theory base. There are 3 parts in this chapter, the first 2 parts give a introduction of the concept ,types. Third part introduce the theory base of housing social security, such as social security theory, fair distribute theory and housing filtration theory.Chapter 3 mainly introduce states and characteristic of HonKong housing social security policy. the area of Hongkong is lack and the population is excess, but it is successful in resolving the live problem. This chapter has 6 parts. First part introduces the base situation about Hongkong living problem. Second part give a introduction the history course of Hongkong housing police. Third part and fourth part analyzes the management police and rent rule. The last part sums up the characteristic of Hongkong housing police, and got some important implications.Chapter 4 mainly dicusses the changing process of our urban housing policies and the assessment for the consequences. It was divided into 3 sections: first section reviews the revolution process of the urban housing system, and makes concerning analysis for the policies of each stage. Also, generalizes the characters of the revolution of the urban housing system. The paper thinks that although great achievments were made during the 20 years housing system revolution, it made a great income gap between citizens and brought unfairness and inefficience to some extend. Second section introduces the current urban housing security system. Third section analyzes the problems of the current housing security system from different theory aspects, including Fairly allocation theory, Social Security theory and housing filter theory, to proposes the shortness of the system.Chapter 5 mainly discusses the principles that the revolution should be obeyed and proposes the suggestions about the completeness of urban housing security system. It can be divided into 2 sections: First section introduces te principles of the revolution, including market-oriented principle, approriate security principle and animated adjustement principle. Second section is the key part, which generalizes the successful experience of the housing policies in Hong kong, and proposes the suggestions for our urban housing security system. For instance, to construct government-oriented housing management system, to actively adjust the level of the housing security, to advocate right housing expenditure ideas, and to use comprehensive housing security methods.Chapter 6 is the generalization of the whole paper, which combine with the housing policies of Hong kong to find out 3 suggestions for the completeness of our housing security system. Firstly, housing security policy interferes the housing market on the basis of government's protecting of the market mechanism. Secondly, the target range of the housing security policy has to be clear. Finally, the housing policy has to change from the time of area compensate to person compensate gradually.
