History of the development of the world economy has proved that rural labor mobility must be the only history road if any country wants to achieve its changes from a traditional society to a modern society.So,if China wants to achieve modernization,she must allow surplus labor force in agriculture and the rural populations migrate to non-agricultural industries and urban areas,to promote the change from the rural and agricultural society to urban and industrial society.Rural labor mobility and rural education is closely related to each other.One of the key factors that a large number of rural laborers can migrate to non-agricultural industries and urban areas is that the development of Chinese rural education.The impact of rural education has positive external role to rural labor mobility.For one thing,the rural education can help to develop and make full use of the abundant rural labor resources,enhance labor skills and earning capacity,and achieve full employment of rural labor.For another,there is also conducive to the promotion of the economic development of labor input regions and it can accelerate the market in resource allocation mechanism.At the same time,the flow of rural labor brings much convenience as well as brings much inconvenience to the city because of the low levels of education of rural population,coupled with the development of rural education and the blindness of rural labor mobility,which is the negative externality problem.It mainly manifests in the asymmetry of the main body of investment in rural education and main income;the inconsistent on rural education development and the demand for labor structure;the level of education limits the occupational mobility of rural labor and social mobility;mobile children's education needs and educational opportunities are incompatible,and so on.All these have seriously deviated from the requirements on the industrialization and urbanization of rural labor mobility,so it is difficult to meet the needs of modern industrial development and upgrading of the rural labor force,and it is also detrimental to improve the whole quality.In view of this,in order to solve the issues of rural education on the external flow of rural labor, realize the internalization of externalities effect on rural education and implementation of rural labor mobility,and promote rural education and rural labor mobility developing harmoniously,there is a need to promote education in transition,and establish the "Rewards for Better Services" education investment incentive mechanism;there is the need to carry out rural education and rural economy "stage development" strategy;there is a need to strengthen the building of the ranks of teachers,and set up teachers flow mechanism in urban and rural areas;there is a need to vigorously develop vocational education and training in rural areas,advance early childhood education and senior secondary education,and improve the employment of rural labor competitiveness.At the same time, the Government should adjust the relevant supporting policies,set up appropriate policies,laws and regulations focusing on the maladjustment of rural education and rural labor mobility,and provide a good policy environment for children's education of migrant workers,to ensure the right of survival and development for the rural population in urban employment.
