Small and medium-sized enterprises (SMEs) is playing a more and more important role in promoting economic development in the national economic structure. It is the basic strength to increasing market economy, constituting the main structure and promoting social stability. With the deepening of reform, opening up, China's accession to the WTO and the coming financial crisis, SMEs are facing increasing competition and pressure. It is a serious issue for SMEs to develop sustained, rapid and healthy in the fierce competitive environment.The theory of core competence provide a new way to enhance the comprehensive strength of China's SMEs, and the overall competitiveness of enterprises in the fierce competition in the market to obtain long-term and long-lasting competitive advantage. In recent years, there is more and more study of the core competence at home and abroad, scholars have put forward a lot of ways and suggestions to build core competence, but we find that sometimes it is just a best starting but not implemented to employees in practice. Sometimes employees in the enterprise do not know where he is and what to do to build the core competence. Therefore I attempt to explore a way for the implementation of enterprise's core competence to each employee.In the new economic era, the core competence of enterprises comes from the staff, who really have the ability, the technology and value-added. As the contact of core competence of enterprises and core skills of staff, the competency model is a new based point to build a modern enterprise human resources management system, also an effective tool to put the competence of enterprises into every employee. Therefore, based on the theoretical understanding of competency, this paper proposes building the core competence based on the competence model. Besides I tried to explore appropriate methods to build competency model, and then further to build the core competence of enterprises based on the status of small and medium enterprises.Since Professor McClelland proposed the concept of competency inl973, the theoretical research and application of competency was popular in western countries, and have achieved significant research results. However, most studies aimed at a certain category of staff, and are applied in large enterprises, while small and medium-sized application in quite a few studies.According to the situation of SMEs and a wide range of data collection, this paper using exploratory thinking and comprehensive analysis method of theory and practice, puts forward ideas and specific steps on the construction of core competence in SMEs. At last, with X company as an example to explain the practicability and effectiveness of this research.
