Following with the deepening of financial crisis, it must have some effct on our expotation, which will will worsen the living condtions of some middle and small enterprises who speicialize in processing in our country. While technology-intensive enterprises have suffered little affection from the crisis, oppositely they even have made more profits. This phoenomenon proves that financial crisis will play a very important role to promote the industrial upgrading and impel the tranformation of our industry structure from processing industry to technology-intensive industry and shorten the period of industrial upgrading.As an old industrial base, Northeast China has exceptionally good condistions for developing technology-intensive enterprises. While, it is true that as a big developing country, our scientific and innovative capasities are still weak and we lack of core techniques. At the 17th national congress of the communist party of China and Central Economic Working Conference, Mr Hu Jintao emphasizes constantly that we must insist on innovative driving, transfom developing modes, promote the upgrading of industrial structure and provide powerful and constant technical support, fasten the historical step of the transformation from a big industrial country to a powerful industrial country; continue to strengthen and improve micro control, push forward reform and opending up and innovative abilities, energetically optimize economic structure, practically strengthen energy saving and emission reduction and the conservation of ecological environment. To better promote innovative abilities we must combine with the optimization of industrial structure and make full use of comparative advantages, at the same time, develop modern industrial systems, strengthen international competitiveness, fasten the formation of new competitive advantages on the basis of scientific and technological progress and innovation.
