| The twelfth Five-Year Plan proposes that we should insist on the strategic adjustment of economic structure as the primary direction of accelerating the transformation of economic development. As the regulator of national economy, the government exerts influences on adjusting the industrial structures and plays a noticeable role in steadily implementing the plan for regional industry. From a regional point of view, the twelfth Five-Year period (2011-2015) is the crucial stage for Chengdu to deepen the reform and opening-up policies, accelerate the transformation of economic development, encourage the transformation of industrial structure and optimize the industrial structure to adapt to the market economy. The current industrial structure in the A district, the city centre of Chengdu, has not achieve the overall aim of rapid and sustained economic development yet, and the industrial structure will soon face the transformation. To achieve a successful transformation of industrial structure in that area, the coordination between various government departments plays an immeasurable part.Undoubtedly, the government is the leader in realizing the transformation of industrial structure. The government consists of various functional departments, each of which assumes different responsibilities. Therefore, the coordination of these government departments has an immeasurable role in promoting the successful transformation of industrial structure. The government should focus on the coordination and establish long-term system to improve the coordination among departments in order to enhance the efficiency of government administration and to drive the optimization and upgrade of industrial structures further. It is crucial for the acceleration of the regional industrial structure transformation and the promotion of local economic development to deeply explore the coordination mechanism between departments, by analyzing the economic growth in A district of Chengdu, the amount and the growth of taxes and the correlation between industrial structure features based on the actual condition of the A district. Though in recent years, Chinese scholars have made important theoretical results in administrative coordination, the theoretical studies in this field are still immature so far, lacking both depth and breadth.Innovation of this paper lies in using the management theory to form a government-led departmental coordination mode, and in establishing a workable and effective departmental coordination system suitable for the A district, thereby encouraging the quick adjustment of industrial structure, optimizing and upgrading the industrial structure, and laying a firm foundation for the great and rapid economic development of A district. Based on the economic structure, industrial structure and current taxes of A district, the system is proposed according to the basic theories about departmental coordination and worldwide researches. This paper analyze the transformation of industrial structure from an administrative point of view and deals with those outstanding issues such as unobvious regional advantage of A district, appearing "bottleneck" in relevant industry development, insufficient law enforcement cooperation and inadequate government services and promotion of industrial policies.This paper aims to provide feasible and practical administrative theories and suggestions for realizing the rapid and successful transformation of industrial structures in the A district of Chengdu. So the focus will be how to solve the imbalance of the industrial structure with effective departmental coordination, in order to advance the transformation of industrial structures in A district as soon as possible. |
