Study On The Construction Of Science And Technology Novelty Searching Credit System

Science and Technology Novelty Searching (STNS) is a new type of service for public science and technology consultation with the foundation of science and technology document index and science and technology advisory service. In more than 20 years of development, it provides scientific bases for the assessment of a research project or approvement of all achievement based on literature retrieval, becoming an important role in science and technology management. Recently, the phenomenon of no compliance with credit and ignoring the credit and breaking credit is getting more and more serious, the Construction of Credit System is attracting more and more focus. There also existed some antinomies and problem among novelty searching which restricted development of novelty searching, So it is urgent to resolve antinomies and problem.In this paper, the STNS Credit System is studied by literature research methods, comparative analysis and the method of integrating theory with practice. Firstly, it introduces the actuality of the study of the credit and credit system both internally and externally, and three successful models abroard. Then from STNS practice, introducing the development, role, and studying of STNS, probing into the lack of credit of STNS and its cause, discussing the necessity and feasibility of the construction of STNS credit system from the social environment, scientific management, the development of STNS. On the basis of foreign and domestic credit system in other sectors of the practice, putting forward the overall ideas and the basic framework of the construction of STNS credit system. Finally, this dissertation discusses the strategy and the issue in the process of the construction of STNS credit system. It will be instructive significance and referential value for STNS.
