As the 21st century, the suburbanization in China has been deepening gradually, and the suburban towns have evolved into a variety of geographical patterns. Among them, new towns, as an important model of urban development in the future, have been widely applied to practice in the mega-cities and major cities in China. However, the development of new towns in China still encountered with many difficulties, such as unknown location, lack of development experiences. So, how to build new towns in China? Which issues should be taken into account in the development of new towns? This study will sum up the characteristics and the experiences of the new towns, based on the scholars at home and abroad, focus on the domestic types, development models, the practical problems encountered and so on, based on the institutional reform and the background of urban development in China, and provide useful lessons for the new town strategies in the future.This article studied from the research background and the problems, comparative study and experiences to learn from, the status quo of domestic new study, the analysis of the new town development at home. It contains six chapters.ChapterⅠfocused on the research background been facing by the development of new towns, research results and the theoretical basis at home and abroad, and the questions and research framework. Finally, defined several important concepts such as new towns, spatial structure, management system.ChapterⅡand ChapterⅢconstitutes a comparative study at home and abroad, by comparison, summed up the characteristics, experiences and the problems of the new towns in United Kingdom, the United States, France, Japan, Korea and other countries of the characteristics of the new towns, and found that the development of new towns in developed countries is significantly earlier than that in developing countries, with spatial distribution of "one city, town groups" and "a city of single-town" characteristics; through the comparisons of the main development, development funding, in terms of development planning in Hong Kong and Taiwan, summed up the experience and enlightenment of new town development.ChapterⅣfocused on nearly 100 new towns on the mainland. After analyzing the complexity of situation facing now, through the relevance between new town and the grass-roots political, divided new towns in China into four types:" the town that contains the domain-type", "linkage group-type", "integrated development model" and "enclave-type development". These four types not only have their respective industries, functions and management systems, but also have their own characteristics, to adapt and to promote the local economic and social development.ChapterⅤdetailed a number of new issues for the development on the mainland concerning five aspects: the development status to establish, the main coordination of the development, the operation of development funds, the management of development planning and the security of development policies, discuss the problems should pay attention to and look forward to this study is helpful.ChapterⅥis the conclusion of this article. This Chapter summarized the main points extracted, and made a reasonable prospect for the study of new towns in thefuture.
