Study On Quality Management Of Military Power Modules R&D Projects

The quality management level of military enterprise is very important to strengthen China's national defense. At present, the R&D of military products is all managed by project system, and the higher authorities, according to the demand, distribute the products which need to be researched and developed in the form of projects, with putting forward accurate need and period of the projects. As military industry is involved in the national defense safety, the requirement to project quality is extremely strict, even harsh. Because of the particularity of military products, military industrial enterprises must improve the quality management level of them. Whether from the view of the past practice, the environment condition of reality or the situation facing, military industrial enterprises all need to improve the management method and level of project quality. How to achieve the expectant requirements according to the project requirement is a topic that has to be researched for each enterprise engaged in military products R&D projects.The development of military product quality system and the quality management of researching and producing military products are expatiated , and analyzed the condition and characteristics of quality management of military product. Taking the military power modules for example, this article made in-depth analysis and research on military product quality system, and analyzed the necessity to perform the National Military Standard strictly in researching and producing them. Putting forward the existing problems and setting up specific solutions for these problems, which can be used in the R&D process of military products projects, achieving the effective implementation of quality management of projects, maintenance and continuous improvement.The basic theories and methods of modern quality management were introduced firstly: the concepts of quality and quality management, the research progress of quality management, National Military Standard GJB9001A-2001 in relation to comprehensive quality management and so on. The third chapter made in-depth analysis on the characteristics of military power modules R&D projects from program stage, the development stage, and the setting stage. According to the basic theories and the characteristics of military power modules R&D projects, the forth chapter carried on thorough system analysis of the quality management problems of military power modules projects, such as: the unsound supervision mechanism of the design process, "fighting fire mode" of quality management, the lack of quality control efforts to design, quality management not organically combining with the reliability technique etc., the lack of effective means to controlling the technique appearance of products, deficiency in the control efforts to the quality of exterior products and purchase. Finally, this article put forward the synthetical management program on the process tracking in military power modules projects quality to improve quality management level: strictly performing GJB9001A-2001 to practice the overall quality management, quality tracking and management technology in design process, improving the technical level of quality managers and their thought and consciousness, strengthening the control to design assessment and technical state, strengthening the control efforts to exterior products and purchase such as components etc.
