Theory And Its Case Studies Of Agricultural Circular Economy In Fujian

The development of agricultural circular economy is the approach to aim at agricultural sustainable development, which is also an important part in building new socialism countryside. It has been definitely proposed to develop circular agriculture and new socialism countryside in the"Number One Document"launched by Central Committee of CPC in 2006 and 2007, and reemphasized in the 3rd Plenary Session of the 17th Central Committee of CPC in 2008 respectively. Therefore,it is the direction of priority development and investigation of modern agriculture to implement circular agriculture for regional economic sustainable developmentIn this paper, the author took Fujian as an investigated regional unit, and the standpoint and its methodology of ecology, economic statistics, and sustainable development science were used as the theoretical basis in this investigation. Based on the results obtained from documentation retrieving, scenario surveying, and expert consulting, it was firstly analyzed in the developmental status of agriculture and rural economy , and favorable conditions for developing agricultural circular economy in Fujian province, including (1) great achievements obtained in agricultural productions; (2) the optimization of rural economic structure; (3) the extension of agricultural industrialization management;(4)the growth of farmer income; (5) the acceleration of fixed assets investment in rural area; (6) the improvement of agricultural modernization.Secondly, the existing problems in the development sustainable agriculture were deeply dissected in the three hierarchy levels of agro-ecosystem, agricultural economic system and rural social system, in turn, the author suggested that it's the best selection to develop circular agriculture.Thirdly, the author expounded the connotation and principles of agricultural circular economy, including four developmental levels of agricultural circular economy : (1) agricultural production level; (2) intra-agricultural industry level; (3) the inter-agricultural industry level; (4) the agricultural production consuming level. then explained clearly the theoretical basis of agricultural circular economy, which includes: (1) the sustainable development theory; (2)the agroecology theory; (3) the economy theory, at the same time several case studies in agricultural circular economy in Fujian were introduced and analyzed in terms of ecological effectiveness, economic returns and social benefits, which included (1) The circular economic model of mushroom industry ;(2) Rice-duckweed-fish circular model; (3) Pig-biogas-fruit tree model; (4) the agricultural circular economic model of courtyard; (5) The new industrial chain of rice; (6) The industrial chain of circular economy in Sunner Group; (7) The circular economic model of Longjia Ecological Tourism Garden.Finally, some good ideas were suggested and discussed in the author's opinion from the technology and policy thoughts for agricultural circular economy development in the future.
