Research On Controlling Of Highway Engineering Change

For a long time,the engineering change has been one of the key factors affecting the investment out of control.At present ,construction area and research area have put more and more emphasis on research of engineering change control and management,but there are still complex change process, the change contract terms imperfect,methods to determine the price non-specific,the lack of the design change evaluation mechanisms.So to solve these problems ,the interests of the main building as the basis, the interests of investors as the core,this paper has conducted researches on Highway Project Change Control to enhance change dealing efficiency, reducing unreasonable changes,achieve effective functioning of captital and provide the basis for techno-economic evauation of design changes,and then lay the foundation for the engineering change control and the project cost management of highway.Based on the important status and role of engineering change in project cost management and control,relying on the"research on the full cost theory and application system of highway BOT project" scientific research,after widely reading the domestic and foreign literatures and field research projects,the research on the highway engineering change control has been conducted systematically in this paper .In this paper,based on the systemtic introduction of the highway engineering change concept ,the change dealing principles and the change classifications,first ,in accordance with the change cost divided change into five categories,based on the Partaering theory ,it has designed change dealing process,provided the methods of determining the change price and the methods of determining quantity machine consumpting without the application quota and defined the cost composition ,calculation procedures and formulas of engineering changes ,and then improved the terms of the change contract;Second,to enhance the initiativety of the investment side change control and increase efforts of change control,according to fuzzy mathmatics theory and value engineering principles,it has established change cost estimation model and design change evaluation model,in order to achieve the change cost controlling in advance and the techno-economic evaluation of the design changes;Final,combination the soft soil subgrade change of the highway from Yueyang to Changde, it has used the estimation model to estimate the cost of the change,with the progress used the design change evaluation model for techno-economic evaluation of the soft soil subgrade change,then veritied the reliability and usefulness of the models with the actual engineering change project.
