Analysis On The Tender Evaluation Methodology Of Hunan Construction Engineering And Its Application Research

As a special commodity, construction products have distinct differences from other products in delivery. Engineering project bidding budget and final account has acquired the reorganization among the vast majority of the construction project market and meanwhile it's been used generally for project allocation and contraction for about 200 years. Bidding system can meet the needs of market economy, for it'll support tendering Co. with the opportunity to choose the optimum program bill and make the company stand out and win the bid if the company is indeed good at technique and cost-controlling. The core part of the bidding system is to choose the bid winner with the logical procedures and methods of bid evaluation. The scientific and justice are the key factors which decide if the bidder can win and also the construction project can accomplish successfully. With the advent of the inrush of international capitals, owners appeal higher requirements for the bidding system, and the bidders are extended from all over the world, so how to upgrade the bidding system and adopt the evaluation program to make it be geared to international standards is worth our study and investigation.This paper took the practical construction projects in hunnan as settings, then analyzed the theories and some typical bidding systems and investigated the factors in the bidding systems. How to choose the optimum program bill according to the project is analyzed qualitatively and it can also provide some references for the bidding system and finally it can boost the market economy and the virtuous circle of project allocation in market economy.First, this paper introduced the development and present situation of bidding system in China and studied the models of bidding systems comparatively, and then retrospects the theories and evaluations.Secondly, this paper introduced the organization and procedure of bidding evaluation systematically and analyzed the theory base of the evaluation (the development and technique of present theory of decision-making in the evaluation modal), then analyzed the evaluation program comparatively and found out the defects and application situations.Thirdly, three evaluation programs had been analyzed according to the factors the owners evaluated it and social restraints and it can provide some references for the choosing of evaluation program.Finally, a case and its application were analyzed.
