Without the protection of the WTO five-year period, banking will be facing a new situation. In accordance with the relevant WTO agreements, China is to abolish many restrictions. It means that the financial industry will face severe competition. Shaoyang City Credit Cooperative will be more difficult to survive in intense competition. Shaoyang City Credit Cooperative is an important component of Shaoyang financial system. From started to setting up on, it's entrusted with the mission of melting the city credit association risk. Shaoyang City Credit cooperative has played an important role in local economy. However, for the historical reason, the assets quality of Shaoyang City Credit Cooperative is poor and the capital is seriously insufficient. The capital adequacy ratio is also low. At the same time, the staff's competence can not catch up with the need of development, the earning assets are single, and the core business competition is rather bad. All the above restrict the company's development. On the basis of reevaluating the company, we make the new company development strategy.In this paper, we make the expansionary development strategy for Shaoyang City Credit Cooperative. After analyzing the macro-environment and the micro-environment, by the SWOT analysis, Shaoyang City Credit Cooperative should take a strategic.By establishing new organizational structure, optimizing the internal management mechanisms and operational progress mechanism, promoting the scientific and technological progress innovation, strengthening the concept of enterprise value, all above promote the development of Shaoyang City Credit Cooperative. Finally, we hope the study will provide references to the reform of urban credit cooperatives.
