The unique nature that government is a public service department has decided that government's ability has the pivotal function in the economical and social development. As the microcosmic carrier of administrational ability in government, branch-level administrative human resources are one of the major strengths in government affairs. The base of well off great cause is talent. It is necessary for branch-level administrative human resources development to strengthen the public servants' ability in order to deal with the rise of New Public Management and the arrival of Economic Knowledge Age. All these concern with the effect of building Public Service-oriented government directly at present. However, owing to the imperfect mechanism of classified public sector human resource development, branch-level administrative human resources development becomes a great difficulty during government' human resources development affairs currently. As to change the weak situation of branch-level administrative human resources development study and promote the whole beneficial result of government human resources management activity, we should start from the essential attribute of human resources, attach importance to the development and recurrence of human nature hypothesis, positively seek innovative theoretical angle of view and operational route to perfect government' human resources development system of basic level so that the ability and efficiency of administration will be raised thoroughly.Guided by public interest person supposition, with the practical experiences of human resources development and management in enterprises, this thesis comprehensively cardings and arranges the essential factor and resources, makes pioneering exploration and empirical study for perfecting the system of branch-level administrative human resources development in our country.The whole thesis divides into an introduction and three major parts.The introduction briefly explains this study's starting point, key concept and the "Public Interest Person Supposition". It delimits and argues on the current related researching fact of branch-level administrative human resources development. On this base, it clarifies the content, method and the intent of innovation. The first major part makes a summary discussion on the implication and features of branch-level administrative human resources development. The four features are systematic ecology nature, strategic supporting nature, value driving nature and dynamic operating nature.The second major part makes a comprehensive use of comparative analysis, quantitative analysis and normative analysis to analyze the five problems as well as their causes of branch-level administrative human resources development system systematically and deeply. The five problems are: (1) The stagnant mode of development, lacking of scientific and effective theoretical research; (2) The implementation of training system isn't in place, the developing system is imperfect; (3) The impractical and blurred objective, lacking of structure and hierarchy; (4) The single and fragmented content, lacking of totality and direction; (5) The old rigid technical methods, tools for development are lack of integration. The causes have five aspects: Firstly, the influence of traditional philosophy of public administrative human resources development; Secondly, the empty value system of branch-level administrative human resources development; Thirdly, the mischief of static training methods which neglecting potential reserve and evolution; Fourthly, the missing performance appraisal and feedback mechanism of branch-level administrative human resources development; Fifthly, the restrictions of unhealthy environment in branch-level administrative human resources development.The third major part tries to probe the values, the goal setting, the basic principles and the path selection that to build the branch-level administrative human resources development system under the supposition of public interest person. Building branch-level administrative human resources development system under the supposition of public interest person, social and public interests should be as the professional responsibility and pursuit of ethic; men' all-around development should be as the basic premise and value of vector; rationality and constitutionality should be as the existence of rules and norms of operation. On this base, this part sets the objectives and principles of branch-level administrative human resources development system. As for the goal setting, building such system divides into two sides: the horizontal module system and the retrial flow system. As for principles, building branch-level administrative human resources development system should practice basis principle, practicability principle and efficiency principle. At last, the four paths that to build branch-level administrative human resources development system under the supposition of public interest person are: (1) Construction of public learning organization, to update philosophy of branch-level administrative human resources development system; (2) Strengthening of capacity-building for human resources, adjusting the structure of branch-level administrative human resources development system; (3) Innovation of human resources development mechanism, strengthening the dynamic continuity of branch-level administrative human resources development; (4) Relying on scientific system model, to achieve the operation of branch-level administrative human resources development.This thesis has the innovation in following three aspects: Firstly, the study launches research in times of building Service-oriented government and Harmonious Society. Guided by The scientific concept of development and People-oriented philosophy, the thesis also studies public administrative human resources development from perspective of human nature hypothesis as well as chooses branch-level administrative human resources as the very object. All these have distinctive characteristics of the times and practical significance. Secondly, this thesis exerts itself on the comparison analysis and positivism analysis in the same time of standard analysis, reflecting the comprehensiveness of research methods. Finally, this paper tries to design the action strategy of branch-level administrative human resources development, especially the exploration of system model and dynamic mechanism lays much innovation and pioneering in the conclusion aspect.
