At present, research on the relationship between international trades, technical progress and productivity have received extensive attention. There are many research attempted to make analysis on it, but little have specific to particular industry, especially to high-tech industry of China. In order to improve China's trade of high-tech products and its competitiveness, this paper does a further research.Firstly, this paper makes a theoretic summary to New Trade Theory which based on Technological gap theory and competitive advantageous theory and Endogenous Growth Theory. These theories have provided theoretical base to Technology Spillovers by high-tech products importing and The International R&D spillovers model provided theoretical model.Through the analysis of China's high-tech industry by definition, value added, imports scale and trade partners, this paper finds the rule and the problems. And then, CH model is used to analyze the influence of the key factors to the productivity of high-tech industry during 1995 and 2007. The factors include Internal Intra-Industry R&D capital, Internal Extra-industry R&D capital and International Spillovers R&D capital. And further analysis follows proved the import of high-tech products has promoter action to productivity.Finally, based on the analysis before, some suggestions are given out on improving productivity of high-tech industry for a development of China's high-tech industry.
