With the process of inter-regional economic integration and economic globalization,the competition among countries in the world has transferred from depending on capital and resources to depending on national innovation ability.Independent innovation capability has become an important standard to measure the comprehensive strength of a country or a region while high-tech industry is an important part of the national innovation system as well as the most active fields of innovation activity.Therefore,high-tech industry must improve the independent innovation capability to deal with the challenges of the market under the condition of open economy.On the other hand,as a manifestation of economic externalities,knowledge spillovers is generally passive,unconscious,non-voluntary or performed as the possession of the technical information in exchange.An important reason that enterprises conduct international activities is to get benefit from knowledge spillovers.As the increasingly close of international economic trade and technological exchanges,international knowledge spillovers’ effect to improve the productivity and technology innovation ability is more and more obvious.Under this background,how to use international knowledge spillovers to improve the independent innovation capability of high-tech industry and get competitive advantage has become the focus in academic research and industry development.International knowledge spillovers are mainly caused by four channels:FDI,ODI,export and import trade.Firstly,this paper defines the key concepts and the main channels of international knowledge spillovers,respectively,the impact on the independent innovation capability,and afterwards put forward the relevant research hypothesis,and then selects the data of high-tech industry in China in 2003-2014 as the research object to do the empirical analysis.The empirical results show that the high-tech industry R&D investment is the basis to improve the independent innovation capability of high-tech industry in China.There is a long-term equilibrium relationship between the four main channels and the sales revenue of new products of high-tech industry in China.Meanwhile,the sales revenue of new products,on behalf of the independent innovation capability of high-tech industry,increases with the increasing of ODI,import and export trade volume while reduces with the increasing of FDI.In the short term,the import and export trade of high-tech products as well as changes in ODI can help increasing independent innovation capability of high-tech industry in China while the FDI have the opposite effect.In addition,the result also shows that FDI,ODI and import are Granger Causes of the sales revenue of hew products of high-tech industry in China,while export trade is not the Granger Cause.It is likely that the scientific and technological content of China’s exports of high-tech products is still relatively low,or export enterprises’ ability of absorption and digestion is not strong when participating in international competition.
