With the development of building constructing management economic benefit has been attained obviously by organizing construction according to the Project Law which can instruct constructing effectively. Constructing of the project law has passed over ten years from extended to nowadays.Yet there are still some limitations in this areas in which there is a certain recognizant question towards the orientation of program manager in Project Law.Program manager,as a deputy of enterprise corporation and a organic director of program constructing,needs to possess theoretical knowledge of projecting management and practicing experience.The abilities of grasping technology,operating,managing, organizing,instructing,controlling etc are all important aspects of a program manager to guarantee the achievement of stipulated contents in the contract ultimately.But as a manager,how to achieve project management effectively,and what means should be take to guarantee the project developing smoothly in the course of organizing construction? This study attempted to explore the management behavior applied by program manager via linking managing and organizing behavior theory together.Furthermore it was analyzed how the program manager use management behavior to practise management via establishing management model and case studied.The research route was to link theory and practice together so as to conclude the main behaviors such as planning,organizing,instructing,and controlling behaviors to aim at quality,time limit,cost,safety of a project which was the core of management used by manager which was closely related with project management.Then the model of project managers' behaviors was established to analyze the influence of various factors on their behaviors.Finally,it was demonstrated by analyzing actual case in which those behaviors was used in the course of constructing by managers to study their managing behaviorThe main contents of this study including four aspects.First was the research of planning behaviors such as project,quality,time limit,cost, and safety planning.Second was the research of organizing behaviors, composing structure design of project,group constructing,salary design, inspiring etc.The third was leading behavior which includes decision-making,instructing,harmonizing,communicating behaviors. Fourth was the research on controlling behaviors which are quality,time limit,cost,and safety controlling behaviors.The framework of this study is as follows:After summarizing the fruit of predecessor the applied background of managing method of the project and the research object were brought out in first and second part of this study;Third part was theoretical background to be used to support the analyzing of models and cases;The fourth part was to establish managing behavior model of manager and develop theoretically analyzing;The fifth part was to analyze case to support theoretically analyzing;The six part was to summarize conclusion of this study and table proposals.From this study it can be concluded that manager' s behaviors of the project play a pivotal role in the course of constructing.The reasonable applying of its planning,organizing,leading and controlling behaviors is the guarantee of promoting value achieving of the project.Moreover manager' s those ability of managing behaviors should still be elevated in order to administer constructing project better.
