The Research Of Government Management Innovation And Economic Development Soft Environments

China is on the way of the gradual reform.With the establishment and perfection of socialist market economy,under the principle of "efficiency priority to fairness",the government has provided the required infrastructure and basic industries and the "hardware environments" of economic development have greatly improved.With the reform deepening,now we should adhere to the principle of "fairness as well as efficiency and adjust the government's management center to optimize economic development soft environments.The primary government functions include political, economic,cultural and social functions.These functions,except those of correcting "market failure" in the allocation of resources,are associated with the soft environment for economic development.The basic functions of the government are reflected by the government management operation functions which include planning,organizing, leading and controlling functions.System constructions,especially the external system constructions are the carriers of the government management innovation.This paper studies the relationship of management innovation and economic development soft environment by the reference of institutional economics theory.The paper mainly studied the supply and demand of system,and the role of government in the system evolution,and then analyzed the relationship between governments and economic development soft environments.The paper proposed the government management innovation strategies from such aspects as the government and its function, political environment,the legal environment,social and environmental policy environment and honesty in environments and introduced the cardinal,ordinal methods, system method and iterative open planning process decision-making methods to optimize economic development soft environments problems.Finally the paper concluded the corresponding results of the government functions,the institutional arrangement,economic development soft environments and the decision-making aspects.
