One of the key aims of corporate culture building is culture-rooted construction, during which the enterprise strategy can be executed successfully. Culture-rooted construction is a systematic and dynamic program. During this long term, the enterprise experiences from survival to maturity, from excellence to superexcellence. Thus the business philosophy grows from primary management into a higher stage, which combines rationality and humanity.This thesis takes China Telecom as an example. Under the culture guidance of China Telecom Group and against the background of"five culture principles"proposed by Shanghai Telecom Corp, the essay focuses on the culture-rooted program of Qingpu Telecom Bureau, one of the branches of Shanghai Telecom. By doing so, probe into putting culture into effect in such a state-owned company as China Telecom is made. The essay is divided into 5 chapters as follows:Chapter one describes the theory related to corporate culture, and makes a brief introduction of the culture development of China Telecom and also the existing philosophy of Shanghai Telecom.Chapter two, based on the theory of culture-rooted construction and"five culture principles"proposed by Shanghai Telecom Corp, considers the process of culture-rooted building in grass-root units..Chapter three focuses on the program of culture-rooted construction by Qingpu Telecom Bureau, grass-root unit of Shanghai Telecom. The program, which emphasizes education in social and professional ethics and family virtues, combines the geographic feature of"abundant rivers and bridges"in Qingpu District and integrates"five culture principles"proposed by Shanghai Telecom Corp.Chapter four, by means of investigation, analyses the real effect of"five-culture-principles-rooted"construction in Qingpu Telecom Bureau. In chapter five, the author comes to a conclusion that culture-rooted construction of grass-root units is feasible and gives corresponding proposes during the process of putting culture into effect.The author hopes that this study is conducive to solving problems during culture building in Qingpu Telecom Bureau. Also, it may provide practical reference for putting culture into effect through a top-down approach in state-owned enterprises in China.
