The human capital which is reflected as the total amount of the knowledge, skill, value of physical strength (healthy condition) through investing in the sanitation, education and so on. In early theories about economy development, the real capital is regarded as the vital factor.However, since after the sixties of 20th century, more and more economists gradually have realized that the human capital plays the important role in the economy development which is considered as the vital factor to some economists. The distributions of the human capital affect the firm's reasonable utilizing and allocation benefit directly, which decide the fact whether the firm can be sustained, steady and developing or not, and involve in the utmost changes of three variables about efficiency, human resources' development and devotion. The research of distributions of human capital is used for arranging all kinds of competent people according with the firm development for needing positions in time, combining with economic assets, improving the matching factors between human resources with positions, enhancing the effective degree in use, promoting the whole efficiency of organization through the predicting of human resources' needing and meeting, determining the number of personnel, choosing, evaluating, employing and training.Nowadays, under the market economy in China, state-owned enterprises which have their own characteristics are focused on by the society. State-owned enterprises' profit and loss affect the Chinese economic tendency greatly. What's more, power enterprise which belongs to the monopoly position also has its special characteristics. This paper will take one power company as the example for researching its distributions of human resources, analyzing its advantages and disadvantages, finding the best methods and ways of optimizing human resources in state-owned power enterprises through practical research.
