The 21st century is the period of sustainable development of society and economy of China. Along with the determination of the new position of forestry and the new idea of forestry development, The ecology demand has become the first demand of society to the forestry .Facing the tremendous change of management environment of forestry enterprise, that whether there is a effective performance evaluation system of state-owned forestry enterprise's manager which satisfies the request of the new position of forestry, how to appraise the performance of state-owned forestry enterprise's operator reasonably ,and arouse their initiative fully, is the base of establishing the modern forestry enterprise mechanism and effects the development of the state-owned forestry enterprise directly. At present however the performance evaluation of state-owned forestry enterprise's manager is mainly about economic benefits, and takes little consideration on ecological benefits and social benefits. Because of the shortage of scientific and necessary check and supervision, lots of forestry enterprises just catch short-time economic benefits to cut woods and non-replant. On this condition, the quantity and quality of the forest have dropped down, and the forest "Two-Crisis" is more serious day by day.The basic concept and theory of performance evaluation of forestry enterprise's manager is regarded as the start of this article. In the basis of the analysis of situation and problems of present performance evaluation system of state-owned forestry enterprise's manager, this paper combines the revelation from western BSC and the method of national capital performance evaluation and the theory of social responsibility, the theory of modern forestry industry, the development strategy of forestry industry, as well as the self-characteristic and especial operating target of the forestry enterprise. Standing by the stakeholders, this article then constructs a set of performance evaluation index system of state-owned forestry enterprise's manager which meets the request of the new position of forestry, that is RBSC-6 (Refined Balanced Scorecard in six dimensionalities).This index system includes three dimensions of achievements and three dimensions of efficiency which will be evaluated comprehensively in this system. And the achievement of financial and non-financial, short-term and long-term, result and process is considered and appraised fully. So, the organic combination of the basic appraisal function and the strategic control function can be achieved. Based on the principle of combination of qualitative and quantitative, the paper evaluates the index by AHP fuzzy quantitative measurement with an example.The study of this article not only enriches and develops the theory of performance evaluation of state-owned forestry enterprise's manager, but also supplies the way for the management, reform and development of forestry enterprise to achieve the continual healthy development of forestry industry and forestry enterprise and the harmoniousness among economic benefits, ecological benefits and social benefits.
