Heilongjiang province, as a forestry province, is one of the biggest state-owned forestry regions. Forestry construction is very important for ecological and economic development of the whole nationwide. As the subject of land economical system, forest does decisive effect on sustain ecology balance. At present, Heilongjiang national forestry land faces such problems as recoverable source cutting, forest ecological interest decline, environment exacerbation. How to deal with development state of Heilongjiang national forest land and balance substantial ability scientifically is the key point to deal with the problems of economy, resource, ecological environment.This paper studies on forestry ecological system basing on such background. Using emergy analysis, it not only builds ecological and economic standard system from the view of the current status of Heilongjiang province, but also offers relatively substantial development suggestions.This paper systemically studies on emergy theory and analyze methods, and points out that emergy theory can value the nature sources and economic value and their relationships in order to provide new ruler to evaluate environment, source, human labor and information. After definitely analysis on forest ecology, economic status and forestry ecological combination, this paper provides characters and function of forestry ecological and economic system to build basic emergy standard system, which bases on emergy input analysis index and emergy cost analysis index, and analysis relativity of other index to offer substantial develop index. Though dissecting energy flow in forestry ecological and economic system and mass date information from investigation, this paper analysis emergy input and output in forestry ecological and economic system of Heilongjiang province. In quiescent state, it works out the net output, environment burden, emergy use power, emergy investment and substantial development index.
