Trade Adjustment Assistance Program(TAA) was initially introduced in Unite States as a part of Trade Expansion Act of 1962 in the circumstance that the Kennedy Administration has become an advocate of free trade policy. The goal,orientation and functions of TAA are different from traditional trade remedial measures, which creates a new mechanism providing import relief to trade-impactes workers and firms. As a non-protected and non-radical trade remedial measure, TAA forestalled congress from using more radical protectionist trade policies and ultimately strengthen the free market economy in Unite States.This article is divided into five parts in order to make an exhaustive study on TAA and bring some new ideas to trade remedial legislation in China.The introduction part takes a retrospection of the history of TAA and briefly introduces the current researchs by the scholars both in United States and aboard. It also discloses the value of TAA and indicates the author's motivation and purpose of this article.In the first part, the author will introduce the origin and development history of TAA in details, including explores the political economy of TAA and other caustion behind it. By analyzing the five revisions of TAA legislation, the author trys to prove that TAA has been always making self-perfection along with the free trade process. TAA is shown to have become an entrenched part to every international trade bill.In the second part, the whole legislation system and practice of TAA are being discuss. Firstly ,we examins TAA's goals, content, especially the benefits under the program. Then we goes deep into the details of it's status quo of implementation, which helps us to predict the trends of it's next revision and prove it's self-perfection again.In the third part, on the basis of above analysis, The author explores the nexus between TAA and the trade remedial law in United State and points out it's functions and advantages when it is being use as a trade remedial measure. The author also focus on the comparison between TAA and other trade remedial measures, which TAA's unique rationale and value. As a indivisible part of US trade remedial law, TAA's potential will be further explored and utilized.In the fourth part, by examines the overall trend of international trade, which China is facing now, and points out the shortcomings in Chinese trade remedial law, the author testify the necessity and practical significance that China establishs a trade adjustment assistance program of its own. There is no doubt that such a program will enhance the competitiness of the enterprises and industries in our country. The author also makes suggestion for China about how to estabilish such a program.In the final part, the author briefly emphasizes the advantages of TAA and expresses the support for establishing a trade adjustment assistance program in China.
