Study On Circulate Economic Theories And Police In China

Nearly 20 years, economic development has made remarkable achievements in China, but our country paid a heavy price for rapid economic growth, which was reflected in the unconventional use of natural resources and excessive emissions of pollutants. In the period of rapid economic development, our country compared with other countries is facing greater resources and environmental pressures; fragile ecological environment has not been fundamentally changed. We must choose growth pattern of cyclic economy.The cyclic economy is a close loop economy system with "natural resource-products and manufactures-renewable resource", characterized by resource saving and recycling utilization, also named resource circular economy. Its essence is an ecological economy.Developed countries obtain fruitful results in the cycle of economic theory and practice, but our research and practice has just started, many scholars expounded the need of developing cyclic economy in China, and they made corresponding policy recommendations which were based on national conditions. At this stage China must be government-led in the cycle of economic development. The article is divided into four parts:Part I, China's current economic growth model lead to low utilization of resources and serious environmental pollution; we must choose a growth pattern of cyclic economy. The article summarizes the theories of cyclic economy, which was distinct with the traditional model of economic growth in the content, principles, features and analysis.Part II, the article studies mature experience of developed countries in cyclic economy. These experiences can provide help for our developing cyclic economy.Part III, the government in promoting cyclic economy development must become dominant. At present, we face many constraints in developing cyclic economy. We need to continuously improve the administrative ability of government for resolving these problems.The enterprises as micro-main in market in promoting cyclic economy development should be in an important position. At present, enterprises can not be in that position. Enterprises can promote clean production technologies with the support of government. The constantly improved market mechanism is unable to be the core of the cyclic economy, it need the government support.Part IV, Revolving around the leading role of the government in promoting cyclic economy development, the article puts forward an opinion. Government should provide strong support in the taxation system; Government should actively invest more money in technology development of the cyclic economy; the government should change performance and appraisal standards etc to ensure smoothly implement the development of cyclic economy.
