Research On The Governance Mechanisms Of Small And Medium-sized Enterprises Network In ShanXi

Through the study of the governance mechanisms of small and medium-sized enterprises network(SMEN), this paper discusses the governance rule of the SMEN and attempts to structure the mechanisms system of network organization. According to the theory of the governance mechanism of SMEN,this paper empirically analysis the cooperation satiation of ShanXi small and medium-sized enterprise(SME) networks from SMEN cooperation mechanisms such as network-based trust, learning-innovation, culture and other fields,sums up the problems of ShanXi SME networks arising in the process of cooperation,and proposes the measures in improving ShanXi SME network and the mechanisms of cooperation. Based on the theoretical research and empirical research,this paper proposed policy on innovating development of SMEN and suggestion of changes in enterprise operational concepts, establishing cultural cooperation mechanism, actively developing innovative and study mechanisms. It has very important reference value for cross-border technologic and economic cooperation between SMEs in ShanXi.It is all know that governance mechanisms are the core of the network organization. Based on the analysis of the identity of SMEN, this paper further analyses the identity of governance mechanisms of SMEN. Then this paper structures the mechanisms system of network organization. Compared with the general network organization, the nodes of SMEN mostly are independent SMEs, which are weak and numerous. So, SMEN is overall larger and its nodes are with stronger activity and interactivity. According these identities,the architecture of SMEN has some different attributes. And the main interactive model of SMEN concludes no-core-node model and mobile-core-node model. Some researches show that the content of governance mechanism of SMEN is the same as general governance mechanism, and has similar characteristics. This paper summarizes the characteristics of governance mechanisms of SMEN concluding self-organizationally, informality, complementarity, non-symmetry and unity, and identifies the contents and the system of governance mechanisms of SMEN. Above all,it is the identities and the system of governance mechanisms of SMEN that provides SMEs'networking cooperation with the guidelines.According to the related analysis on the governance mechanisms of SMEN, this paper surveys the status of ShanXi SMEs'networking mechanisms for cooperation. The results shows that ShanXi SMEs have already built up a stable relationship of trust, reputation is under high degree of concern, distribution of benefits is relatively fair, co-ordination and communication are more open and encouraging restraint put in place basically. While Learning-innovation is at a relatively low level, an innovative culture has not yet formed. With further recurring, it is discovered that the root of the phenomenon is the ignorance of the role of governance mechanisms and their operation, the manifestations are the lack of corresponding policies and regulations in support and networking thinking to guide. So this paper finds the perfect answer corresponding with these questions.This paper can be summarized into two main points. First, this paper studied on the mechanism of SMEN,summarized, summed and expanded the existing research, defined the controversial related concept. By the analysis of the features of SMEN and governance mechanisms of SMEN, this paper extracted the system framework of governance mechanism of SMEN. Second, this paper made the research focus shifting from theoretical description level to the practical operational level, researched the cooperation between the regional networks of SMEs, focusing on quantitative analysis. So it made up for the lack of research in this area.
