The lack of own brand,the low level of technological innovation ability and being at the bottom of the global industrial chain have led Dongguan to become the earliest loser when the globally-affected finance crisis comes.When Dongguan pays more attention to the "double transfer",and actively brings in more companies of the high-tech industry,it also needs the Traditional Manufacturing Corporations which have already existed in Dongguan to raise the sense of innovating,improve the capability of self-innovating and operating efficiency.The Human Resource System is a critical cause to affect the ability of the technological innovation in a company.This article is trying to find the right HRM system to support those companies who want to improve the ability of technological innovation,and make them succeed.Based on the review and analysis of the domestic and international outcome of the research on the ability of the technological innovation,this paper analyzes the innovating characters of the traditional manufacturing companies,and divides the innovating ability into inputting ability and outputting ability;and meanwhile,based on the outcome of factor analysis,divide the HRM system into four factors,including training and developing,task system,performance and compensation system,and staff attending,and these four factors are explained by 14 secondary indexes。On the basis of the data collecting from the Dongguan traditional manufacturing companies,this paper analyzes the deep correlation between HRM system and the innovating ability by SPSS.First,the four factors of the HRM system have been concluded through factor analysis;then,divide the samples into two groups by HRM system and compare the ability of technological innovation between both groups; finally,analyze the correlation between the four HRM factors and the innovating ability,and make regression analysis to explore the level at which the four factors affect the ability.By all these above,this paper supplies the clue and foundation to find the right HRM system to support the companies which want to improve the capability of technological innovation within Dongguan traditional manufacturing companies.
