The Research On R&D Project Experts' Performance Evaluation Based On Comprehensive Evaluation Method

Assessment means the course of judging the value of people or things according with clear objectives,using non-experimental methods and collecting subjective data and descriptive statistical analysis.Performance evaluation of science and technology project evaluation experts is a systematic approach through the principle of scientific and technical personnel in R & D activities,science and technology to assess the work activities and the results of the work for qualitative and quantitative evaluation. Evaluation in human resources management and academic aspects of team-building work,such as the professional and technical positions,the selection of talents, science and technology experts in the selection of project assessment,selection of graduate student instructors,on-the-job assessment of scientific and technological personnel,are involved in scientific and technological personnel performance evaluation.How to use normative,rational,scientific assessment methods to ensure the performance evaluation results of the science and technology projects assessment experts scientific and accuracy is a practical and meaningful topic.In this thesis,researches of performance evaluation of assessment experts methods at home and abroad are analyzed,processes of evaluation activities of science and technology projects and current evaluation methods and technologies that commonly used are introduced;a more fair and scientific performance evaluation index system of science and technology projects assessment experts is established on the base of surveys,statistical,analysis,filter and eliminate through a large number of raw data; To take the current assess management theory as a basis for comparison and analysis of experience and lessons learned from the practice of various qualitative and quantitative evaluation methods,and use comprehensive evaluation method that combined with qualitative and quantitative evaluation methods,which use combination of AHP and Delphi to determine the weight of performance evaluation index,and then determine the algorithm to all levels of indicators and the non-dimensional approach to actual values of indicators in criteria layer;Determining the mathematical model of comprehensive evaluation,applying the gray relational analysis method to the selection of technology expert assessment activities,which was the assessment of the integrated score value of research performance and assessment performance of experts;Finally,calculating the performance evaluation of assessment experts by some collected data. Empirical analysis prove that the comprehensive evaluation results of the performance evaluation assessment experts can be used as the selection of reference for the assessment of experts.According to analyzing the data points of experts on the assessment of specific projects,the characteristics of assessment experts can be drawn and accordingly to give out recommendations for improvement,which can play a positive role on the assessment of science and technology projects.
