Government investment projects are mainly refers to the Government's financial capital project including three types: The first type is project relating to the production and livelihood, such as water and electricity infrastructure. The second type is project indirect correlating to the production and livelihood such as transportation, communication and pollution treatment. The third type is project correlating to infrastructure and some high-tech industry of technology. Because of government investment required to meet the social and public purpose, its status and role is still important. On the one hand to play to meet the public convenience purposes, the other hand, it plays an aspect of industrial restructuring, indicating the role of government management performance. However, over the years, our country on the management of government investment projects but no breakthrough, not only the existence of the super-serious budget, delaying construction and engineering quality problems, but there were serious mistakes in project decision-making, a number of projects after completion of the project become the end-of-life not only can not produce economic benefits, financial losses to the country, also affected the social benefits of government investment, to the Government has had a negative impact.Designed infrastructure projects are important elements of a program, construction projects are the key elements of the former job, the tightness of the design documents, a reasonable construction determines the success or failure of government investment projects, particularly for government investment projects non-profit projects, and social security projects at the design stage should fully take into account various factors in order to allow the project after completion, will be the use of phase must play its role.For government investment engineering and design work for these two special and important aspects of the project, project managers need to have carried out on the very design management job.
