This dissertation discusses the problems of Chinese present electricity price and pricing mechanism; and it mainly consists of two aspects: one is the analysis of the price problems and their influence, and the other is the mechanism origin of the problems and corresponding advices on reform of pricing mechanism.The problems can be classified into two aspects: one is the problem of low-lying general electricity price; the other is that different consumers carry unfair burden, namely cross allowance. The problems have brought tremendous threat to the development of electric power enterprises, to the everyday operation of electro-corporations and to our circumstances. Statically, a low-lying electricity price brings many problems, such as excess consumption of electricity, threat to our circumstances and export of "dummy energy" in a low price. Dynamically, the price maladjustment between electricity and coal will bring an unaffordable strike to electric power enterprises when there's a rising in coal price. Unfair price burden means there's unreasonable profit or loss in the welfare of different consumers; and this bring big press on the operating of industry and commerce corporations.Behindhand management system of electric power enterprises, unscientific structure of electricity price, reasonless action of government and some other reasons together consist of the origin of present problems. The reform of pricing mechanism is the essential means to solve the problems; and its direction is to improve present price and eliminate cross allowance. System reform of electric power enterprises, the embodiment of electricity transmission cost and circumstance cost and market-orientation reform in electric selling market are key means of the mechanism reform.
